The society’s consultant, from the first signature to the new keys.

Aakash Enterprises is the project management consultant for housing society redevelopment. We are not the developer. We prepare the feasibility, run the tender, balance the development agreement, and watch the construction.

Aakash Enterprises sits on the society’s side of the table. We are not the builder. We help the members understand the papers, compare builders on one sheet, and watch the site until the flats are handed back.

Twenty years of society work. A licensed surveyor’s discipline. Every general body attended by Mr. Kalpesh Bhatt. More than 30 lakh sq.ft. and 2,000 families on the firm’s record.

About twenty years with housing societies. The person who comes to your meeting is Mr. Kalpesh Bhatt, not a junior sent with a brochure. The firm’s record is more than 30 lakh square feet and about 2,000 families.

79AThe society-led path we follow

Three phases

Redevelopment is a sequence, not a single signature.

The office divides the work into developer appointment under 79A, the development agreement and planning, then construction. Each phase has a different risk. Mixing them is how societies give away area they have not yet measured.

First you choose the builder properly. Then you write the agreement. Only then does anyone dig. If those three get mixed, the society signs before it has measured.

01

Developer appointment

Requisition, 51% consent, feasibility, PMC appointment, tender, comparison, due diligence, selection.

Members ask for the subject, the body agrees, the papers are measured, builders are invited on the same form, and only then is one chosen.

02

Agreement & planning

A balanced development agreement: security, timeline, the offer, penalties, and the duties of both sides. Then allotment and extra area.

The written deal: what you get, by when, what money is kept aside, and what happens if the date slips. Then who gets which flat.

03

Construction

Vacating after IOD, MCGM approvals, quality, quantity, timeline, daily updates and bi-weekly reports, then joint measurement and repossession.

You leave the old building only when the permission says so. We watch the site, and you come back to a measured flat.

Walk the full 79A path

Starting redevelopment

Two votes, before a builder is chosen.

This is Section 79(A). The pictures are the meeting, not a slogan. One in four can open the subject. Just over half must agree before the society goes ahead.

One in four

At least 25% of the members sign a letter asking the society to take up redevelopment. Talk in the corridor is not this letter.

Just over half

At least 51% agree in the general body. That is the society saying yes. A side meeting does not choose the builder.

Who is who

The developer builds. The PMC answers to the society.

A housing society in Mumbai is a group of neighbours who suddenly have to judge FSI, corpus, rent, and a balance sheet. The developer’s team is paid to present the offer well. The PMC is paid to test it: brand and infrastructure, financial strength, how they speak to members, the offer itself, their attitude to the project, and a market review.

The builder’s job is to make the offer look good. Our job is to check it, in front of the members, and to stay after the signing — on the site, not only in the meeting.

All major decisions in the firm’s method are taken in the general body. The consultant does not replace the vote.

What members usually feel, and what the file actually needs

A brochure. The file needs a feasibility: plot area, property card, conveyance, the old OC plan, and the physical boundary set against the city survey plan.

One builder who “is already talking to us”. The file needs a tender, public or private, on one proforma, under the DCPR policies that actually apply to that road width.

A promise of extra carpet. Consumed carpet, in this method, is the lowest of five records — not the friendliest number in the room.

Work on record

Open a project the way a committee should.

One society at a time. The label on the photograph is the status. Use the arrows, then open the file.

Six questions

Where is your society, actually?

Answer as a secretary would after a Sunday meeting. You will get the next honest step from the 79A path — not a sales rank.

Six short questions. At the end you get the next step in plain words, and you can send that note to the office.

A Mumbai geography

Follow the local train. The work is on these stops.

The office is at Gold Crest Business Center, Borivali West. Societies do not live in “Mumbai” as a slogan. They live on a road, off a station. Pick a stop.

    Why this office

    The meeting is attended

General body meetings are attended by Mr. Kalpesh Bhatt. For a society, that is the difference between a firm and a visiting card.

    Licensed surveyor

Area is a surveyed fact before it is a negotiated offer. The practice holds a licensed surveyor.

    Reports, not rumours

Construction monitoring in the method covers quality, quantity and timeline, with daily updates and bi-weekly reports.

While the building is going up, the society should hear what was done, not only what was promised.

    One society wrote it down

Avyukta Realty gave Aakash Enterprises a certificate of appreciation for completing their redevelopment, now Avyukta Prakash. See the certificate. It is that society’s thanks. It is not a government licence.

    Questions a committee actually asks

What do you do, if you are not the builder?

Aakash Enterprises sits on the society’s side of the table. The short name for that work is PMC: the society’s own consultant. The office measures the plot and the flats, asks every builder the same written questions, and puts the offers on one sheet. It stays with the agreement until that paper is registered, then watches quality, quantity, and time until the new keys. The builder is someone else. The society chooses that builder.

What has to happen before a builder is chosen?

The order this office follows is called Section 79A. At least 25% of the members can ask for it. At least 51% must agree before the society goes ahead. The big decisions are taken in the general body, not in a side meeting. This is the path the firm walks. It is not a legal opinion on your own rules.

Do you work only in Borivali?

The office is at Gold Crest Business Center, Borivali West. The societies on the record are also in Borivali East, Mulund East and West, Andheri West, Malad West, Vile Parle West, Khar West, Chembur, and Dahisar East.

Which size of the flat do you trust?

The smallest one. The same flat is often written five ways: measured on site, on the property-tax bill, in the valuer’s report, in the old agreement, and on the old building plan. This office uses the lowest of those five. After that, the width of the road decides how much new building the city rules allow. You can try five numbers here.

Who should we call for a general body?

Call Aakash Bhatt on +91 98331 89993. If the meeting needs someone from the office in the room, ask for Mr. Kalpesh Bhatt. Have the society name, about how many members, and which step you are on.
